What The Consumers Need To Know
After the 1st April 2002 all new double-glazing installations come under local building regulations. This means that every window or door installed either by a tradesmen or D.I.Y enthusiast must carry a certificate of installation. For the D.I.Y enthusiast this means contacting the building control department and asking for an inspection, costing you about £120 per installation. For tradesmen there is a new government based company called FENSA (The Fenestration Self-Assessment Scheme). All companies who install uPVC window frames need to be registered with FENSA, any company who installs windows and doors who are not registered are breaking the law and both the customer and installer face prosecution.
One of the main reasons for this change is the need to reduce energy loss. The Building Regulations have controlled glazing in new buildings for many years but this represents only a very small percentage of our total building stock. It is also essential to improve the performance of much larger number of existing buildings if we are to meet increasingly stringent national and global energy saving targets.
When its time comes to sell your property, your purchasers solicitors while undertaking the necessary search, will ask for evidence that any replacement glazing installed after April 2002 complies with the new Building Regulations. There will be two ways to prove compliance:
- A certificate showing the work has been done by an installer who is registered under the FENSA Scheme.
- A certificate from the local authority saying that the installation has been approved under the Building Regulations.
FENSA does not regulate cowboys, it is not interested in the quality of your installation, customer service or bad companies. The scheme is merely a cash generator. Please still be on guard against cowboy companies, they are also registered with FENSA.
